Ladies and Gentlemen,

 I apologize that I am not able to be at this event because I have to attend a UN Secretary General Advisory Group meeting on Internet Governance Forum (IGF) however Mr. William Tevie the first Internet Protocol (IP) engineer in Ghana has humbly agreed to deliver my message to you. I note that Mr. Tevie is a messenger of my “call for a sector reform” message and I am intellectually responsible for the material in this document.

 I thank the organizers for a very well planned program that brings meaningful attention to Information Technology (IT) education development in Ghana. The program has broad enough scope to give opportunity for frank and healthy discussion on the challenges facing IT education and IT professionals in Ghana. Given the well attended audience and the prominence of senior government officials in the program we must better address the more difficult and knotty issues not the peripheral issues, if we are to seek adequate policy Will.

Introduction -1998

There were 3 internet providers in Ghana: Network Computer Systems, the first on the market, followed by Africa Online and Ghana Internet Services, All three protocols (TCP/IP, SMTP/POP3, UUCP) are available.

There are 4 store & forward email only providers using UUCP (Fidonet, Healthnet, AAU). The latter 3 download mail from external gateways a max of 3 times daily.

Dr. Nii Narku Quaynor has been the Chairman and Chief Executive Officer of Network Computer Systems since 1991.Dr. Quaynor has played a very important role, not only to the NCS, but also to the entire telecommunications industry in West Africa by introducing value-added networks in the region    through the introduction of the SWIFT, Internet and EDI networks. He was at Digital for 14 years and, in 1991, left as a Senior Engineering Manager.
